The default Advisory policy shows a non-blocking pre-publish warning.

Installation

Images with empty alternative text or unavailable attachment records are treated as incomplete, and the checklist identifies the image position that needs attention.
If your workflow intentionally uses decorative images with empty alternative text, leave this automatic requirement disabled for that template.

Does Editorial Workflow Manager block publishing?

Yes, when an administrator explicitly enables Block for the post type.
Advisory is the default. Administrators can select Block per mapped post type to require required manual items and enabled, applicable automatic rules before first publication (including private publication) or scheduling. Failed attempts save submitted work without publishing. Existing published and private posts remain editable.
Scheduled posts are rechecked when due. Failed checks return the post to Draft; an authorized user must resolve its requirements and publish or schedule it again. If a Block policy loses its template, an administrator must assign a replacement or select Advisory.
Core REST, Quick Edit, bulk editing, and standard programmatic saves are guarded. The lower-level wp_publish_post() API receives a defensive rollback, but WordPress writes its status before that hook, so transient visibility and third-party publication side effects cannot be fully prevented. Raw database writes are outside supported enforcement. See docs/publication-policy.md for integration details.

Use the Duplicate row action on the Checklist Templates screen to create an editable copy of an existing template.

What happens to existing or older checklist data?

Legacy templates and label-based checked state remain supported.
Templates use an upgraded v2 format with UUID-based item IDs for more stable matching. When a legacy template is edited and saved using the newer editor, it is upgraded automatically.
A compatibility metadata mirror is maintained for legacy support.
